非政府组织主导型社群经济的农村扶贫模式与效应研究——以海惠组织农村扶贫项目为例

The Rural Poverty Alleviation’s Model and Effect of NGO-Led Community-based Economy: A Case Study on the Rural Poverty Alleviation Projects of Sichuan Haihui Poverty Alleviation Service Center

本文以非政府组织"四川海惠助贫服务中心"主导实施的综合性农村扶贫项目为例,对非政府组织主导型社群经济的农村扶贫模式与效应进行了深入分析。分析表明,通过社群经济模式,海惠组织农村扶贫项目建立了从项目进入到退出全过程的有效运行机制,对鼓励类似非政府组织参与农村扶贫具有重要参考价值。从扶贫效果来看,这一模式不但显著提高了目标群体的收入水平和生产能力,还在提升基层民主治理水平、增加社会资本存量、提高女性在家庭和社会中的地位、食品安全和营养改善以及加强环境保护等方面产生了显著作用。因此,非政府组织在参与农村扶贫时,可以通过社群经济模式来促进目标贫困区的整体发展和可持续发展。

Taking the rural poverty alleviation project conducted by the NGO-"Sichuan Haihui Poverty Alleviation Service Center"as an example,this paper analyzes the rural poverty alleviation model and effects of NGO-led community-based economy.Conclusions show that:By using the community-based economy model,Haihui’s projects established an effective operation mechanism running through the process from entry to exit,providing valuable experiences for other NGOs’rural poverty alleviation activities;project’s results show that Haihui’s approach not only significantly raised the income and production capacity of targeting poverty group,but also enhanced the level of grassroots democratic governance,increased the stock of social capital,improved the status of women in the family and society,enhanced food safety and nutrition,and played an active role in strengthening environmental protection as well;consequently,NGOs,when participating in rural poverty alleviation activities,can promote the overall development and sustainable development of targeting poverty region/communities by use of the community-based economy model.
