多维视角下民族地区农村老年贫困与社会保护政策减贫研究——基于海南省的调查

Multi-dimensional research on poverty and anti-poverty of social protection policy for elderly in ethnic rural areas——Based on survey of Hainan province

扶贫进入攻坚阶段,精准扶贫对象瞄准尤为重要。理论研究中发现,老年人兼具年老、体弱、多病等多重弱势特点,更易于陷入贫困,但实践中并未得到足够关注。文章根据在海南省的调查数据,探索少数民族地区老年人的多维贫困致因及特点。研究结果发现,民族地区老年人处于多维贫困状态,其中健康贫困和经济贫困严重,精神贫困也令人堪忧。要实现老年人精准脱贫需在政府的主导下实施综合社会保护政策,推进反贫困策略与社会救助制度协同整合。

In the crucial stage of poverty alleviation,it is particularly important to target targeted poverty alleviation objects.In the theoretical research,it is found that the elderly are more likely to fall into poverty due to their weak characteristics such as old、weak and multiple diseases,but their poverty has not been enough focused.Based on the survey data of Hainan province,this paper explores the causes of poverty among the elderly in minority areas and the characteristics of multi-dimensional poverty.It is found that the elderly in ethnic areas are in a state of multidimensional poverty,among which the health and economic poverty are serious,and the spiritual poverty is also worrying.Under the leadership of the government,implementing comprehensive social protection policies to alleviate poverty the elderly,and promote the coordinated integration of anti-poverty strategies and social relief systems.
