摘要
为转变船舶靠岸时船舶登乘装置的保障模式,提高保障效率,研制岸上使用的船舶登乘装置十分必要。研制阶段开展样机现场试验评估,需有效控制试验工作的风险。在充分调研的基础上,设计专家调查问卷,运用模糊数学理论,结合故障树的风险分析方法,建立了岸基船舶登乘装置研制试验工作风险分析和评估体系,得到了风险评估结论,并制定相应的风险防控措施。该项研究充分识别了岸基船舶登乘装置试验工作的风险因素,指导和化解了相应风险,保证了试验工作的正常进展,对我国船舶保障事业和海洋开发事业具有促进作用。
In order to change the security mode of boarding ladder and improve its efficiency when ships are in ashore,it is very necessary to develop the landing ladder for wharf.In the development phase,the requirements for prototype test evaluation are put forward.We need to effectively control the risk of test work.On the basis of full investigation,this paper designs an expert questionnaire,applies the theory of fuzzy mathematics and combines the risk analysis method of fault tree.Then a risk analysis and evaluation system for the test development of dock boarding ladder is established,draws a conclusion of risk assessment,and formulates corresponding risk prevention and control measures.The risk factors for the testing of shore based ship boarding devices are identified,guided and resolved the corresponding risks,ensured the normal progress of the testing work,and played a promoting role in China's ship security and marine development undertakings.
