摘要
三峡阳江沙扒170万千瓦海上风电项目于2021年成功实现全容量并网,作为国内首个百万千瓦海上风电项目,其成功建设具有重要意义。文章以该项目的建设管理作为分析对象,首先介绍项目建设管理过程中遇到的难点,然后对过程中所采取的技术保障、资源保障、组织管理等一系列应对措施和管理经验进行了详细分析,最后针对后续深远海更大规模的海上风电项目,从管理体系与建设规划、设计优化与资源锁定,风险防范与管控等3方面提出建议,以期为后续海上风电项目的建设管理提供参考。
The Three Gorges Yangjiang Shaba 1.7 million-kilowatt offshore wind power project was successfully connected to the grid at full capacity in 2021,and as the first million-kilowatt offshore wind power project in China,its successful construction is of great significance.The construction management of the project as the analysis object is taken,and firstly introduces the difficulties encountered in the process of project construction management.Then a series of countermeasures and management experiences such as technical support,resource support,organization and management taken in the process are analyzed in detail.Finally,for the subsequent large-scale offshore wind power projects in the deep sea,suggestions are made from three aspects:management system and construction planning,design optimization and resource locking,risk prevention and control,in order to provide reference for the construction management of subsequent offshore wind power projects.
