摘要
部分油船常设置将机器处所污油水排入货物区域污油水舱的管路,由于公约条款要求不明确,船舶相关各方其理解并不一致,甚至有油船因为此种管路设置和排油操作,在PSC检查中被开具缺陷。文章通过解析国际海事组织(IMO)防污公约及其相关技术要求,分析了此管路允许设置的依据,以及证书标注和操作记录的方法,并梳理了管路设置的技术要求和现场操作注意事项,为船舶设计、操作和检验提供参考。
Aiming at the fact that transferring oil residues or oily bilge water in machinery space to slop tanks for some oil tankers,the understanding of the parties concerned is not consistent,because the provisions of the Convention are not clear.Even,this piping setup and discharge operation are recorded as deficiency for some oil tankers during PSC inspections.The regulations of the permissible of this measure are discussed,and the method of certificate remarks and operation record are analyzed through the analysis of regulations of the MARPOL Convention and related technical requirements adopted by International Maritime Organization(IMO).The technical requirements of pipeline design and attentions of use and operation were provided,which can provide reference for ship design,operation and inspection.
