在我国十四五规划和二〇三五年远景目标即将开局之年,如何加大力度打造"双循环",更好地应对和参与"大变局",将是我们面临的巨大挑战和要积极投身实践的重要课题。发展是永恒的主题。"十四五"规划,围绕全面高质量发展这一主题做文章。也就是说,不但经济发展进入高质量发展阶段,社会、生态、文化、国家治理体系都进入高质量发展阶段,不但宏观层面需要高质量发展,中观、微观层面也都需要推进高质量发展,由规模扩张的发展模式全面转向更加注重质量、效率、效益的发展。
