摘要
结合对"一流"和"创新"的理解,文章提出4种世界一流科技期刊的建设模式:数据为王的建设模式、内容为王的建设模式、特色为王的建设模式和服务为王的建设模式。其中,数据为王的建设模式是一种围绕西方期刊评价指标体系而进行的短期的跟随与模仿,最不应该成为中国建设世界一流科技期刊的路径依赖;内容为王的建设模式,由于其更加强调学理成分而忽视国家和区域创新实践需求,因而也不是一种值得推荐的建设路径;只有坚持特色为王和服务为王的实践模式,才能将质量、特色、服务融为一体,才能创建具有全球学术引领能力的中国特色的世界一流科技期刊。为此,中国特色的世界一流科技期刊建设必须转变以往跟随和模仿西方的传统做法,在坚守质量底线的基础上,以服务国家科技原始创新和技术攻关为主要动力,坚持社会效益与经济效益相统一且以社会效益为主的办刊理念,通过共建学术生态交互平台的创新实践,提升学术引领能力,走文化意义和生态意义上的世界一流科技期刊建设模式,办真正意义上的具有中国特色的世界一流科技期刊。
Combined with the understanding of“first-class”and“innovation”,this paper puts forward four different construction modes of world-class scientific journals:data as king,content as king,characteristics as king,and service as king.Among them,the construction model of“data as king”is a short-term follow-up and imitation around the evaluation index system of western journals.It should not become the path dependence for China to build a world-class scientific journal.The construction mode of“content as king”is not a recommended construction path because it emphasizes academic elements and ignores the needs of national and regional innovation and practice.Only by adhering to the practice mode of“characteristics as king”and“service as king”,can we integrate quality,characteristics and service,and create a world-class scientific journal with Chinese characteristics with global academic leadership.Therefore,the construction of worldclass scientific journals with Chinese characteristics must change the traditional practice of following and imitating the west,adhere to the bottom line of quality,take serving the country’s original scientific and technological innovation and tackling key technological problems as the main driving force,and adhere to the concept of running journals with the unity of social and economic benefits and focusing on social benefits.
