出版集团化战略对科技期刊发展的启示——兼论SCI导向的科学价值观偏差

The enlightenment of publishing group strategy to the development of scientific journals: deviation of scientific values oriented by SCI evaluation system

科学价值观引导着一个国家的科技发展战略,影响着科研成果的评价标准,从而也影响着科技期刊的发展。由于科学价值观出现偏差,使得以SCI为主导的学术评价标准得以盛行,对我国科技期刊的发展形成了制约,不利于国家创新体系的建设,也会威胁到国家科技数字资源的安全。从以往的实践经验看,科技期刊的发展要想取得实质性突破,还需要借鉴我国出版集团化发展的经验,制定科技期刊发展的国家战略,进行系统化的政策设计,多措并举,多方发力,才能收到实效。

Scientific values are the foundation of the national science and technology development strategies, and affect the evaluation standard system of scientific research works,and thus affect the development of scientific journals. Due to the deviation of scientific values,Chinese academic evaluation system bas been dominated by SCI for a long-time,which courses a strong restriction to the development of Chinese scientific journals, and is not conducive to the construction of national innovation system,and also threatens the security of national scientific digital resources. To make a breakthrough in the development of scientific journals,we think it will be useful to learn from the experience of publishing group development in China,to launch a national plan for scientific journals,and only by taking multiple measures can we achieve actual effects.
