破圈与共生:黄河干流边界共生型文化资源协同保护和高质量发展研究

黄河流域具有传统文化根基深厚和文化资源富集的优势,因此,探究黄河干流边界九省跨区域共生型文化发展是实现黄河干流生态保护、文化高质发展和经济转型提质升级的有效路径,也是打造“黄河文化”品牌,建立中华文化保护传承弘扬承载区的重要举措。该区域共生型文化资源长期停留在封闭保护、低质开发和分散发展的发展态势,因地域思维和现实壁垒的阻隔,导致在跨区域文化保护和开发时产生属地治理属性的冲突,造成其在发展的过程中呈现出管理体制机制协同缺乏深度、保护和开发边界不明确、跨边界开发利益主体复杂化、品牌形象严重分割、文化资源重复建设和浪费、区域综合发展落后等问题。本研究从政策、行业和资源三个维度深度剖析该区域共生型文化保护和开发“竞合共存”的现状,梳理区域协同与行政壁垒、内部整合与边界融合、配套建设与市场需求的三对冲突。探究如何突破传统行政管理体制带来的区域边界的共生型文化发展各自为政的管理模式,建立政府对话协调、实现区域文化协同、打造黄河文化品牌三大机制,打造共生型文化资源协同保护和高质量发展的新模式、新场景、新生态和新机遇,实现破圈与共生保护和高质量发展。
