黄河几字弯区域文化发展协同创新路径研究

区域文化协同发展是我国文化高质量发展的重要课题之一,科学处理好区域文化发展与经济、科技、金融和教育之间的关系,实现区域文化资源的整合优化,对拉动区域文化和经济增长起到关键作用。黄河几字弯区域作为沟通中西部文化的枢纽,是我国同蒙古国、俄罗斯和中亚等国家和地区进行文化合作交流的桥头堡,是我国"向西"合作,共建"丝绸之路文化带","北向"开放,打造"中俄蒙文化协同发展带"的重要内陆腹地。如何平衡该区域文化市场发展呼吁科学裁量的体制机制建立与文化体制机制不完善、文化产业资源存量丰富与资源开发利用不足、文化产业高科技生态化发展需求与文化产业层次和附加值低现状、文化产业发展亟需高水平专业人才与人才培养较弱的四对矛盾是解决该区域文化发展协同创新的关键,这要求从机制、资源、产业和人才四个方面创新路径,以应对"十四五"时期新时代背景下对提升该区域文化产业协同创新能力的发展要求。

The coordinated development of regional culture is one of the important issues in the high-quality development of Chinese culture.We should scientifically handle the relationship between regional cultural development and economy,science and technology,finance and education,and realize the integration and optimization of regional cultural resources,play a key role in stimulating regional culture and economic growth.As a hub of communication between the cultures of the central and western regions,The zigzag region of the Yellow River is the bridgehead of cultural cooperation and exchanges between China and Mongolia,Russia and Central Asia,and is the"westward"cooperation of China in jointly building the"Silk Road Cultural Belt""northward"opening,creating an important hinterland of"sino-russianmongolian cultural cooperative development belt".How to balance the development of the cultural market in the region,the establishment of scientific discretion mechanism and the imperfect cultural mechanism,the rich stock of cultural industry resources and the insufficient utilization of resources;The key to solve the problem of the coordinated innovation of cultural development in this region lies in the four contradictions between the high-tech ecological development needs of cultural industry,the low level of cultural industry and the current situation of the low added value,the urgent need of the development of cultural industry for high-level professionals and the weak cultivation of talents,in order to meet the requirements of the 14 th five-year plan period and the new era,it is necessary to innovate the mechanism,resources,industry and talents.
