Logical Agreement,Practical Blocking Point and Promotion Path of Advancing Common Prosperity Through Shared Development

共同富裕是社会主义的本质要求,是中国式现代化的重要特征。研究以共享发展促进共同富裕要回答好三个问题:一是共享发展为什么能够促进共同富裕,也就是二者的逻辑共契,即从价值旨归上看,二者都坚持以人民为中心;从基本遵循上看,二者都坚持社会主义的本质;从目标任务上看,二者都以实现社会公平正义为目标;从内在要求上看,二者都内含推动高质量发展的基本要求。二是分析当下以共享发展促进共同富裕仍存在的现实堵点,主要有共享发展带动经济增长动力不足的堵点、共享发展面临“三大差距”短板的堵点、共享发展促进效率提升效果不佳的堵点、共享发展下实现分配正义遭遇困境的堵点。三是针对目前存在的现实堵点,回答好如何推进的问题。即推动“共享经济”健康发展,不断提升共同富裕“内容增量”的底色;补齐“发展短板”,不断提升“协调均衡”的本色;推进“效率和公平”动态平衡,不断提升共同富裕“可持续发展”的亮色;筑牢“共建共享”法治根基,不断提升共同富裕“公平正义”的成色。

Common prosperity is the essential requirement of socialism and an important feature of Chinese-style modernization.Three questions should be adequately answered to explore shared development for common prosperity.The first question is how shared development can advance common prosperity.The logical agreement reached by the two lies in the fact that both adhere to placing the people at the center in terms of value orientation.Moreover,both adhere to socialism’s fundamental principles in terms of basic compliance and have the same objectives in terms of social justice and fairness.From the perspective of internal requirements,both contain the basic requirements to promote high-quality development.The second is to analyze the current practical blocking points in promoting common prosperity through shared development,mainly the insufficient driving force of shared development,the shortcomings of the“three major gaps,”the ineffective promotion of efficiency,and the difficulties encountered in achieving distributive justice under shared development.The third question is how to move forward in the face of practical challenges.The solution is promoting the healthy development of the“sharing economy”and continuously enhancing the“content increment”of common prosperity.We should effectively shorten the“development shortboard,”constantly improve the“coordination and balance,”promote the dynamic balance between“efficiency and fairness”and maintain“sustainable development”for common prosperity.It is advisable to strengthen the foundation of the“co-construction and sharing”system and constantly enhance the“fairness and justice”of common prosperity.
