西安市各级文物保护单位建设控制地带规律探析

Analysis on the Law of Construction Control Zone of Cultural Relics Protection Units at All Levels,Xi’an

设置各级文物保护单位是我国不可移动文物保护的重要方式之一,在保证文化遗产事业可持续发展中发挥着不可替代的作用,其中建设控制地带是文物保护单位“四有”要素(有必要的保护范围、标志说明、记录档案及专门机构或专人负责管理)中的关键环节,其作用和影响不言而喻。一、研究背景及现状(一)研究背景文物保护单位(以下简称文保单位)的建设控制地带,是指在文保单位的保护范围外,为保护文化遗产的安全、环境、历史风貌对建设项目加以限制的区域,对其真实性、完整性的保护具有重要意义。

This paper takes Xi’an national cultural relics protection units and provincial cultural relics protection units as the research objects.Through literature collation,field investigation,classification and comparison.The construction control zone of 154 cultural relics protection units are analyzed from the perspectives of cultural relics type,economic development and surrounding environment.Summarizing its characteristics(including the basis and method of demarcation),underlying law is analyzed and the existing problems are pointed out.In order to solve these problems,the authors put forward suggestions and suggestions from the aspects of the planning cycle,the improvement of planning methods and the improvement of the protection awareness and capacity of the government and the public.
