我国教育扶贫政策的执行困境与治理路径——基于多重制度逻辑视角

摘要 教育扶贫是打赢脱贫攻坚战、阻断“贫困代际传递”的有效手段。在多重制度逻辑的视角下,我国教育扶贫政策执行内化于中央政府逻辑、地方政府逻辑和各地高校逻辑的互动过程中,三者秉持各自逻辑进行决策和采取行动,在政策执行中难免出现偏差,从而造成了教育扶贫的执行困境。为此,需要建立教育扶贫跨部门协同机制、完善教育扶贫制度评价与监督机制、完善毕业生到落后地区就业、创业的激励和保障机制。 Educational poverty alleviation is an effective means to win the battle against poverty and block the"intergenerational transmission of poverty".From the perspective of multiple system logics,the implementation of my country’s educational poverty alleviation policy is internalized in the interaction of the logic of the central government,local government,and local universities.The three adhere to their own logic to make decisions and take actions,and deviations in policy implementation are unavoidable.,Resulting in the implementation dilemma of education poverty alleviation.To this end,it is necessary to establish an inter-departmental coordination mechanism for education poverty alleviation,improve the evaluation and supervision mechanism of the education poverty alleviation system,and improve the incentive and guarantee mechanism for graduates to find employment and entrepreneurship in underdeveloped areas.
