民航运输业废气污染处理成本动态控制方法研究

Research on Dynamic Control Method of Waste Gas Pollution Treatment Cost in Civil Aviation Transportation Industry

进行民航运输业废气污染处理成本动态控制方法研究,通过计算民航运输业单位吨公里废气排放形成的环境外部成本以及航空运输周转弹性分析民航运输业废气污染处理成本。依据庇古理论和排污权交易明确民航运输业废气污染处理成本动态控制方法,并提出可与该动态控制方法并行的民航运输业监测体系、扩大航空排放研究范围等民航运输业废气污染处理成本控制措施。研究结果表明研究有助于中国民航运输业与经济社会共同进步以及和谐发展。

This paper carried out the research on the dynamic control method of the waste gas pollution treatment cost of the civil aviation transportation industry,and analyze the waste gas pollution treatment cost of the civil aviation transportation industry by calculating the environmental external cost formed by the unit ton-kilometer waste gas emission of the civil aviation transportation industry and the flexibility of air transportation turnover.Based on Pigou’s theory and emission rights trading,the civil aviation transportation industry’s waste gas pollution treatment cost dynamic control method is clarified,and the civil aviation transportation industry monitoring system that can be parallel to the dynamic control method,and the scope of aviation emissions research is expanded.Measures.The research results show that this research is helpful to the common progress and harmonious development of my country’s civil aviation industry and economic society.
