中国土壤污染风险管控规划技术体系研究

Study on Technical System of Soil Pollution Risk Management and Control Planning in China

土壤污染风险管控规划是土壤污染防治工作的基础,但是由于中国土壤环境管理工作起步较晚、研究基础薄弱,尚未建立起完整的规划技术体系。针对当前中国土壤污染防治工作实际,研究提出土壤污染风险管控规划的理论基础及基本框架;探索基于"国家-省-地市-区县"不同尺度、农用地与建设用地不同土地利用类型,以及生产、生态、承载等不同功能的风险分级分类分区管控规划技术体系;同时从基础研究、规划衔接融合、实施保障等方面提出政策建议,为建立中国土壤污染风险管控规划技术体系、深入推进土壤污染防治打下坚实基础。

Soil pollution risk management and control planning is the basis of soil pollution prevention and control.However,China has yet to establish a complete planning technical system due to late entry to the area and weak research foundation of soil environmental management.Aiming at the current status of soil pollution prevention and control in China,the study proposed a theoretical basis and framework of soil pollution risk management and control planning.It explored the planning technology system based on the dimensions of"nation-province-city-county",land utility types of agricultural land and construction land,and different functions of production,ecology,bearing capacity,etc.Meanwhile,policy suggestions were proposed from the aspects of fundamental research,planning convergence and integration,execution guarantee,etc.,which lays a solid foundation for establishing the technical system of soil pollution prevention and control planning in China and further promoting the prevention and control of soil pollution.
