城市环境规制与环境效率的联动机制:基于空间自适应半参数面板模型的分析

摘要 随着我国“双碳”目标的提出,生态文明建设与环境治理在我国已经上升到了一个新的台阶。然而,如何制定合适的环境规制政策,稳步推进美丽中国建设,是学者们需要重点研究的问题。本文在计算2007—2015年我国286个城市的环境效率,并构建环境效率技术差距和环境效率改善潜力两个指标的基础上,运用空间自适应半参数面板模型验证了城市环境规制强度对环境效率的影响机制。研究发现:我国环境规制与环境效率呈现“U”型曲线关系,我国大部分城市处于环境规制强度提升促进环境效率提升的阶段,且相邻城市在执行环境规制政策时存在“策略互动”行为。为此,本文认为针对不同地区的城市应采取不同类型的环境规制政策,同时应采用空间管控策略并构建由政府、企业、民众组成的立体的现代环境治理体系。 With the proposal of China's“double carbon”goal,the construction of ecological civilization and environmental governance have risen to a new level in China.However,how to formulate appropriate environmental regulation policies and steadily promote the construction of a beautiful China is an issue that scholars need to focus on.Based on the calculation of the environmental efficiency of 286 cities in China from 2007 to 2015 and the construction of two indicators,the technical gap of environmental efficiency and the improvement potential of environmental efficiency,this paper uses the spatial adaptive semi parametric panel model to verify the impact mechanism of the intensity of urban environmental regulation on environmental efficiency.It is found that there is a“U”curve relationship between China's environmental regulation and environmental efficiency.Most cities in China are in the stage of improving the intensity of environmental regulation and promoting the improvement of environmental efficiency,and adjacent cities have“strategic interaction”behavior in the implementation of environmental regulation policies.Therefore,this paper believes that cities in different regions should adopt different types of environmental regulation policies,adopt spatial control strategies,and build a three-dimensional modern environmental governance system of government,enterprises and people.
