上海市地质环境一体化监测预警体系设计研究

摘要 聚焦城市地质环境多目标、多要素、多指标综合信息需求,以上海为例开展地质环境一体化监测预警探索性研究。基于上海市地质环境监测工作现状,参考系统科学、风险管理等相关理论,分析了陆海统筹、天地一体、上下协调、共建共享等地质环境一体化监测预警原则与内涵,提出了一体化监测预警体系设计思路。梳理了上海市地质环境综合监测预警目标,设计了“4+1+1”的一体化监测预警体系。研究设计的监测预警体系,可用于提升地质环境综合监测预警水平,可为加强城市安全保障、城市精细化管理等提供支撑。 Focusing on the demand for comprehensive information of urban geological environment with multi-objective,multi factor and multi index,Shanghai is taken as an example to carry out exploratory research on integrated monitoring and early warning of geological environment.Based on the current situation of geological environment monitoring in Shanghai,with reference to relevant theories such as system science and risk management,this paper analyzes the principles and connotation of integrated monitoring and early warning,such as land and sea coordination,heaven and earth integration,upper and lower coordination,joint construction and sharing,and puts forward the design idea of integrated monitoring and early warning system.The comprehensive monitoring and early warning objectives of geological environment in Shanghai are sorted out,and a"4+1+1"integrated monitoring and early warning system of geological environment is designed.The monitoring and early warning system researched and designed should improve the comprehensive monitoring and early warning level of geological environment and provide support for strengthening urban security and urban fine management.
