新时代中国对澳公共外交对策

China’s Public Diplomacy towards Australia in the New Era

2017年以来澳大利亚大肆鼓吹"中国威胁论",争当西方国家的"反华先锋"。历史、文化、地理上的因素使澳大利亚拥有既自卑又自负的矛盾心理,这种心理明显地反映在对华关系上,具体表现在对中国快速发展的焦虑与对"美国优先"的不安,为此给中国对澳公共外交造成了极大困难。新时代中国对澳公共外交要坚持认识、认可、认同的"三认原则",讲好中国故事以让澳认识中国;阐释好中国与全球化的逻辑,以使澳认可中国;汲取中西传统文化智慧并加以创造性转化和创新性发展,寻找中澳两国价值观的最大公约数以让澳认同中国。

Since 2017,Australia has been hysterical towards China,advocating"China threat rhetoric"and striving to be the"antiChina pioneer"among Western countries.The historical,cultural and geographical factors have made Australia both self-abased and selfconceited,reflected in its relations with China,and especially in its anxiety about the rise of China and its uneasiness about Trump’s"America First"stance,which has caused lots of difficulties for China’s public diplomacy with Australia.In the new era,China’s public diplomacy with Australia should adhere to the three principles:knowledge,understanding,and identification,this is,telling Chinese stories well so that Australia can know China,explaining the logic and legitimacy of China’s rise and globalization so that Australia can understand China,and drawing on the wisdom of traditional Chinese and Western cultures and seeking the common values of China and Australia so that Australia can identify with China.
