摘要
自2013年中国国家主席习近平提出"一带一路"倡议以来,该倡议已成为中国外交和对外经济交流的主导思想。在最近的中国共产党第十九次全国代表大会上,"一带一路"倡议被写进中国共产党党章。澳大利亚政府原则上对中国政府的"一带一路"倡议表示支持,但出于包括地缘政治因素在内的各种考量,暂时选择不加入"一带一路"。这从一定程度上反映了澳大利亚对华政策进退维谷的境地,澳大利亚政府要在经贸利益和传统安全中寻找利益平衡。不同于澳大利亚政府的官方态度,在野的工党和澳大利亚工商业领袖都表示支持"一带一路"倡议,工党的三位重要影子内阁成员都认为澳大利亚加入"一带一路"是和亚洲建立更紧密经贸关系的重要组成部分。澳大利亚矿业、金融业、建筑业和航空业的商业领袖都对"一带一路"倡议表示支持。
Chinese president Xi Jinping announced his signature Belt and Road Initiative at 2013.It has emerged as one of the guiding principles regarding Chinas foreign policy as well as external economic engagement strategy.At the recently concluded 19 thParty Congress,it was written into the party constitution.Canberra has expressed in principle support for BRIs objectives to improve regional infrastructure and connectivity.However,the government shies away from signing up to this policy due to a host of considerations including geopolitical concerns.This reflects the governments cautious approach towards balancing economic interests and security concerns.On the other hand,the opposition party and a number of Australian leaders have expressed their desire to work more pro-actively with the Chinese government on the Belt and Road Initiative.
