主体协同、制度体系与城市群体育公共服务跨域治理绩效的关系——以长三角城市群为例

The Relationship between Subject Coordination,Institutional System and Cross Regional Governance Performance of Sports Public Services in Urban Agglomerations—Take the Yangtze River Delta Urban Agglomeration as an Example

多主体协同参与是城市群体育公共服务跨域治理的应然选择。研究采用实地调研、问卷调查等方法,依据新区域主义理论,借助Amos23.0软件构建了城市群体育公共服务跨域治理主体协同行为、制度体系与治理绩效间的关系结构模型,尝试理清三者间的关系与影响路径。结果显示:协同参与行为与制度体系建设、治理绩效间关系路径系数分别为0.237、0.504,协同参与行为与治理绩效间关系路径系数为0.579,且P均小于0.001。结果表明:多主体协同治理行为对联盟、政府、社会组织、企业、社会公众主体参与具有正向促进影响;跨域治理制度体系建设对多主体协同治理行为、跨域治理绩效存在正向促进影响;多主体协同治理行为对跨域治理绩效存在正向促进影响。研究得出:1)治理制度体系建设规范与引导多主体协同参与跨域治理行为;2)多主体协同参与有助于提升城市群体育公共服务跨域治理绩效;3)治理制度体系建设有助于提升城市群体育公共服务跨域治理绩效。据此提出了优化路径:1)构建城市群体育公共服务多主体跨域协同治理模式;2)培育城市群体育公共服务多主体跨域协同参与文化;3)完善城市群体育公共服务跨域治理的制度体系建设。

Multi-subject collaborative participation is the proper choice for cross-regional governance of sports public services in urban agglomerations.Based on the new regionalism theory and Amos 23.0 software,a structural model of the relationship between the coordinated behavior of cross regional governance subjects,institutional system and governance performance of sports public services in urban agglomerations was built,and tried to clarify the relationship and influence path among the three.The results show that the path coefficients of the relationship between collaborative participation behavior,institutional system construction and governance performance are 0.237 and 0.504 respectively,and the path coefficients of the relationship between collaborative participation behavior and governance performance are 0.579,with P<0.001.The results suggest that multi-agent collaborative governance behavior has a positive impact on the participation of alliances,governments,social organizations,enterprises and the public.The design of cross domain governance system has a positive impact on the cooperative governance behavior of multiple agents and the performance of cross-domain governance.Additionally,multi-agent collaborative governance behavior has a positive impact on cross-domain governance performance.The research shows that:(1)The construction of a governance system should standardize and guide the collaborative participation of multiple agents in cross-domain governance;(2)Multi-subject collaborative participation is helpful in improving the cross-regional governance performance of urban agglomeration sports public services;(3)The construction of a governance system will helpimprove the cross-regional governance performance of sports public services in urban agglomerations.The proposed optimization path is based on the research findings and includes the following steps;(1)Build a multi-subject cross-regional collaborative governance model of sports public services in urban agglomeration;(2)Cultivate a cross-regional collaborative participation culture of multiple subjects in sports public services in urban agglomerations;(3)We will improve the institutional system for cross-regional governance of sports public services in urban agglomerations.
