乡村协商民主的大众化途径研究

A Study on the Popularization Approaches of Rural Consultative Democracy

当前我国乡村协商民主水平总体过低,且只存在于部分地区的个案,造成这种现象的原因在于,农民作为乡村事务治理的主体,对于协商民主内涵的理解及接受程度低,所以,提高乡村协商民主的大众化水平至关重要。文章对三个方面的内容进行了分析和阐述:其一是把握协商民主的内涵,尤其是理解中国乡村协商民主的本质内容;其二是理解乡村协商民主大众化的原因所在,这是实现乡村协商民主的根本;其三是分析当前我国乡村协商民主大众化的途径,分别是提高村民的政治文化素养、发掘传统文化中的协商性资源以及发挥新媒体对村民的宣传教育功能。推动乡村协商民主的大众化发展,为实现乡村协商民主制度化奠定坚实基础。

At present,the level of rural consultative democracy in China is generally low,and only exists in some cases.The reason for this phenomenon is that as the main body of rural affairs governance,farmers have a low understanding and acceptance of the connotation of consultative democracy.Therefore,it is very important to improve the level of popularization of rural consultative democracy.This article mainly includes three aspects:the first is to grasp the connotation of consultative democracy,especially the essence of rural consultative democracy in China;the second is to understand the reasons for the popularization of rural consultative democracy,which is the fundamental to realize rural consultative democracy;the third is to analyze the ways of the popularization of rural consultative democracy,which are to improve the political and cultural literacy of villagers,explore the consultative resources in traditional culture and give full play to the publicity and education function of new media.And promote the popularization of rural consultative democracy and lay a solid foundation for the institutionalization of rural consultative democracy.
