基于内源性机制的我国乡村发展新问题与新实践——以西南民族地区乡村振兴为例

Research on Endogenous Mechanism and Strategy for Rural Revitalization——Take Southwest Minority Area as an Example

乡村是我国传统社会的基石,乡村发展与实现中华民族伟大复兴的中国梦息息相关。西南民族地区的自然、人文、人力资源富集,为乡村发展储备了丰富的内源动力。现代化在促进乡村经济发展的同时,也引发了乡村生态环境恶化、传统文化式微、人力资源流失与制度性资源祛魅等新问题。研究认为,新时期我国乡村发展必须在"共建共治共享""区域协同发展"和"共同监督评价"的内源性机制下,提高乡村人民内源性发展意识、优化乡村产业结构、重构乡村文化场域与整合乡村教育系统功能,进而实现乡村产业、人才、文化、生态、组织等各方面的振兴与可持续发展。

Rural areas are the cornerstone of China’s traditional society,and the development of rural areas bears on the realization of the great rejuvenation of the Chinese nation and the Chinese dream.Taking the southwest ethnic region as an example,the region is rich in natural,cultural and human resources,which reserves a rich source of internal power for rural development.While promoting the development of rural economy,modernization also causes new problems such as the deterioration of rural ecological environment,the decline of traditional culture,the loss of human resources and the disenchantment of institutional resources.This research suggests that the rural development of our country in the new period must be under the endogenous mechanism of the“co-construction,co-governance and co-sharing”,“regional cooperation”and“scientific supervision and management”to improve in rural people’s awareness of endogenous development,optimize rural industrial structure,reconstruct rural cultural field and integrate the function of rural education system,so as to realize the harmonious and sustainable development of“people,culture,ecology,organization and industry”in rural areas.
