论“边境安全”的几个问题

Discourse on Several Issues of “Border Security”

文章在总结前人研究成果的基础上,对边境安全概念、重要性及如何维护边境安全提出了看法。边境安全指相邻国家之间边境区域没有冲突、纠纷及其隐患的动态和谐状态。其重要性体现在:边境是国家的外壳,是国界交汇之处,内外交织或叠加的冲突在边境区域爆发的机率高,必须使用传统与非传统相结合的方式才能应对影响边境安全的诸多因素。因此边境安全是国家安全中最显著、最重要的组成部分。边境是否安全,主要取决于影响边境安全的问题的解决程度。目前影响国家边境安全的问题从边境区域来分有国内、跨国和国外三种类型,维护边境安全就需要细化维护陆海空全方位边境安全方略、为他国着想的安全观、具体问题采用不同解决办法并在必要时联动、利用现代科技为预防和杜绝影响边境安全的事件发生等。只有解决好影响边境安全的问题,国家边境才能达到长期安全状态。

This article, based on the conclusions of previous researchers, proposes certain point of views regarding the concept, significance and maintenance of border security. Border security refers to a dynamic and harmonious state of border areas between neighboring countries without conflicts, disputes or hidden dangers. Its importance is manifested in the following: a border is the outer shell of a country, it is the meeting point of national boundaries. Therefore, the probability of conflicts breaking out in border areas is high, whether these internal and external conflicts are intertwining or overlaying. A combination of traditional and non-traditional methods must be applied to response to these numerous aspects affecting border security. For this reason, border security is the most significant and important component of national security. Whether or not a border is safe depends primarily on how well problems regarding border security are solved. The current issue affecting national border security is based on border regions and can be divided into three categories: domestic, transnational and foreign. Maintaining border security requires a differentiated general plan(1) to completely secure border security from land,sea, and air,(2) to consider other countries’ views on security,(3) to use different solutions for specific problems and combinations when needed and(4) to use modern science and technology to prevent and stop occurring incidents affecting border security.Only by resolving the problems that affect border security, a countries’ border has the ability to achieve a state of long-term security.
