Construction of “Internet Plus Public Service” Platform for New Smart City

为打破数据与信息孤岛,推进新一代高新技术与城市治理体系深度融合,实现服务平台迭代演进,提出智慧城市"互联网+公共服务"平台建设的融合方案。以汇聚信息资源、创新治理模式、协同指挥调度、统筹应急管理为建设目标,以信息资源统一融合、接口标准规范、系统安全稳定、智慧监控和预警等为建设原则,自下而上构建物联感知、大数据、云计算、深度学习、应用支撑、智能调度等多平台充分融合,在多维空间中构建信息安全和网络安全保障体系,形成了安全管控总体架构。设计了各模块各体系的建设内容,分析了平台在智慧管理、智慧服务、智慧监控领域的应用场景和成效,表明该平台框架结构有效提升了城市之间以及市、区、街道之间资源与服务的智慧共享与互联互通,且安全可控,能够更好地支撑公共事务的运行效率和决策效能,保障新型智慧城市更加健康协调发展。

In order to break the data and information island,promote the deep integration of the new generation of high technology and urban governance system,and realize the iterative evolution of the service platform,the integrated construction scheme of“Internet plus public service”platform is put forward for a smart city.With the construction goal of gathering information resources,innovating governance mode,cooperating command and dispatch,and realizing overall emergency management,and the construction principles of integration on information resources,standardization on interfaces,security and stability on systems,and intelligence on monitoring and early warning,the integrated modules such as Internet of Things(IoT)perception,big data,cloud computing,deep learning,application support and intelligent dispatch platforms are constructed from bottom to top,and the standard system and network security system are also constructed in such a multi-dimensional space,forming the overall framework of the security control.The construction contents of each module and system is designed,and the application scenarios and effects of the platform in smart management,smart service and smart monitoring are analyzed.It shows that the framework of the platform has effectively improved the smart sharing and interconnection of resources and services among cities and between cities,districts and streets,with security and controllability,and can better support the operational efficiency and decision-making efficiency of public affairs,and ensure the healthy and coordinated development of new smart cities.
