基于防范沉淀成本视角的政府间生态补偿机制的构建——以闽江流域为例

摘要新时代为积极建设"生命共同体"生态流域,推动生态补偿机制的创新,做出了重大努力。本文以政府间合作治理为分析框架,以闽江流域为基础,分析"晋升锦标赛"和"跨部门协作"在现实情况中的应用,总结其问题所在,并对于如何更好的运用政府间合作治理提出了相应的思路。
