“后脱贫时代”高校发展型资助体系建设对策研究

Research on Countermeasures For the Construction of Developmental Subsidization System in Universities in the‘Post-poverty-alleviation Era’

随着脱贫攻坚的全面胜利,我国资助工作全面进入了“后脱贫时代”。传统的“奖、贷、助、勤、补、免”物质资助体系已然无法满足现今高校大学生的实际需求。“发展型资助”近年来得到广泛关注且已经取得了一定育人成效,但在体系构建、体系完善及实施过程中仍然存在一些问题。本文以学生发展为中心,依据个体访谈和实证调查结果分析当前高校发展型资助体系的状况和问题,从原则、路径、保障和自我革新四个层面进一步改进和完善“扶贫”“扶智”“扶志”相结合的多维度发展型资助体系。

With the overall victory of poverty alleviation,Chinese financial assistance has fully entered the"post-poverty-alleviation era".The traditional material assistance system of"Award,Loan,Assistance,Diligence,Subsidy and Exemption"can no longer meet the practical needs of college students.In recent years,developmental subsidizing has caught much attention and achieved certain achievements in education,but there are still some problems in the process of system construction,improvement and implementation.This study centers on the development of students,analyzes the present situation and problems of the current developmental subsidization system in universities according to individual interviews and empirical investigation results,and further improves the multidimensional developmental subsidization system through combining"poverty alleviation""intelligence support"and"ambition support"from the perspectives of principle,path,guarantee and self innovation.
