加拿大联邦能源监管体制研究及启示

Study on the Canadian Federal Energy Regulatory System and Its Enlightenment

加拿大矿产资源丰富,联邦能源监管机构至今已有60余年的历史,拥有丰富的能源监管经验。加拿大能源监管体制完善,联邦和省级能源监管机构分工协作。联邦能源监管机构负责审批能源输送基础设施建设、监管能源跨境运输、能源进出口、提供能源信息等工作,具有独立专业化、注重能源运输安全、重视市场公平准入的特点。本文简要梳理了加拿大能源监管机构的改革历程和目的,详细介绍了加拿大能源监管局的主要职能和组织架构,以期对我国能源监管体制改革提供参考。

Canada is abundant in mineral resources.The federal energy regulatory agency has a history of more than 60 years and has rich experience in energy regulation.Canada’s energy regulators are consist of federal and provincial agencies,which are independently of each other and work in a collaborative manner.The federal energy regulatory agency is responsible for the examination and approval of the construction of energy transportation infrastructure,the regulation of the cross-border transportation of energy,the provision of energy information and other work.It is characterized by independent and specialized,attention to energy transportation security and fair market access.This paper briefly summarizes the reform process and purpose of Canada’s energy regulatory agency,and introduces its main functions and organizational structure in detail,so as to provide reference for China’s energy regulatory system reform.
