城乡建设用地增减挂钩项目实施存在的问题及对策研究——以河北省为例

Problems and Countermeasures in the Implementation of Projects Linked to the Increase and Decrease of Urban and Rural Construction Land——Taking Hebei Province as an Example

本文通过对河北省城乡建设用地增减挂钩项目工作实践进行梳理,分析城乡建设用地增减挂钩项目实施中存在的问题,并提出相应的对策。研究结果认为:目前,河北省城乡建设用地增减挂钩项目实施虽取得了一定成效,但仍然存在城乡建设用地增减挂钩项目实施规划与相关规划缺少衔接、项目管理政策有待优化、项目复垦实施进度较为缓慢、部分拆旧区复垦质量不理想、后期管护不到位、城乡建设用地增减挂钩节余指标流转过程中耕地占补平衡难等问题。建议在统筹规划、制度设计、资金保障、复垦质量管控、后期管护、增减挂钩扶贫政策等方面进一步完善和提升,有效推进河北省城乡建设用地增减挂钩项目实施。

Through the practice of the project of linking the increase and decrease of urban and rural construction land in Hebei Province,this paper analyzes the problems in the implementation of the urban and rural construction land increase and decrease linkage project,and puts forward the corresponding countermeasures for the existing problems.The results show that:at present,the implementation of urban and rural construction land increase and decrease linked project has achieved some results.But there are still some problems,including the lack of connection between the planning of urban and rural construction land increase and decrease linked project and other related planning,project management policy to be optimized,the slow progress of project reclamation implementation,poor quality of reclamation in part of the old area,the lack of management and protection in the later period,the difficulty in the balance of cultivate land in the process of the transfer of surplus index.It is suggested to further improve and upgrade the overall planning,system design,fund guarantee,quality control of reclamation,post-management,and increase and decrease linkage poverty alleviation policy.It will conducive to effectively promote the implementation of the project linking the increase and decrease of urban and rural construction land in Hebei Province.
