自然资源休闲娱乐价值规划利用的国际经验与启示

International Experience and Enlightenment on the Planning of Recreational Value of Natural Resources

随着经济的快速发展,我国民众对于亲近自然、接触自然的需求与日俱增。如何更好地满足人们对于自然的巨大需求是未来我国自然资源管理工作的新挑战。作为美国主要的自然资源管理部门,美国内政部在重视自然资源保护的同时,致力于自然资源的多用途利用。在内政部战略规划中,不断扩展自然资源的娱乐休闲价值和提升国民户外游憩体验是一个专门战略任务领域。本文梳理了美国内政部最近两轮战略规划中的相关内容,总结了美国规划利用自然资源休闲娱乐价值的做法和经验,以期为我国自然资源发展规划的编制提供借鉴。

With the rapid development of economy,people’s demand for close contact with nature is increasing day by day.How to better meet people’s huge demand for nature is a new challenge for China’s natural resources management in the future.As the main department of natural resources management in the United States,Department of the Interior(DOI)is committed to the multi-purpose utilization of natural resources while emphasizing the conservation of natural resources.Expanding the recreational value of natural resources and enhancing the national outdoor recreation experience is a special strategic task area in the Strategic Planning of the DOI.This paper sorts out the relevant contents of the recent two Strategic Planning of the DOI,and summarizes the practices and experience of planning the recreational value of natural resources,so as to provide reference for the compilation of China’s natural resources development plan.
