摘要
随着铁路投融资市场逐步向地方政府及社会资本开放,城际铁路的投资建设逐渐由国家主导向地方主导转变,运营模式也由铁路局集团有限公司统一管理向各项目公司自管自营、委托管理等多元化模式转变。贵兴铁路是贵州省境内一条以旅游开发为主、兼顾路网功能的城际铁路,以地方投资为主导。基于贵兴线的投资方式、线路功能定位和运输组织模式,为了更好的实现建设目标,拟采用自管自营的运营管理模式。本文充分阐述自管自营、委托管理两种运营模式的特点,分析贵兴铁路自管自营模式下生产力设施设备的合理配置和站场方案设计原则,并在此基础上探讨自管自营模式下贵兴线引入贵阳枢纽的站场方案,可为多元化运营模式下的站场设计提供一定的参考。
As the railway investment and financing market gradually open to the local government and social capital,the construction and investment of intercity railway is transforming from state-led to local-led,and the operation management mode is also transforming from unified management of the railway bureau group co.,ltd..to the self-operation,self-management and entrusted management mode.Guiyang-Xingyi railway is an intercity railway in Guizhou province,which mainly focuses on promoting tourism development and and takes into account the function of road network.Local government investment plays a leading role.Based on the investment mode,line function and the operation management mode of the Gui Xing Railway,in order to better achieve the construction goal,the self-operation self-management mode is proposed to be adopted.This paper describes the characteristics of the two operating modes,analyzes the facility equipment configuration principles and the station design principles under the self-operation and self-management mode.On this basis,the station plan of introducing Gui Xing line into Guiyang hub under the self-management mode is discussed,which can provide some reference for the station design under the diversified operation mode.
