摘要
本期的"当季英文佳作评介"选取了最近发表在国际著名学术期刊的四篇优秀学术论文,分别研究公共政策实践中的"政策不作为"、行为公共管理理论中著名的"助推"理念在美国的实践效果、发展中国家在跨国政策学习和政策转移中的角色、中国地方政府社会保障改革的政策逻辑。四篇佳作有的提出新颖的理论观点,开拓了学科的理论视野;有的在研究方法上进行有益的创新和实践。本文对它们进行逐一评介,以期为中文世界广大公共政策和管理领域的研究者带来理论和研究方法上的启发。
Four high-quality research articles recently published in reputable international journals have been selected for the"Noteworthy English Publications of the Season"in this current issue.They focus on"policy inaction"in the policy process,the outcome of behavioral"nudging"in the United States,the role of developing countries in transborder policy transfers,and the policy logic of Chinese local states in the social security reforms,respectively.Some of these selected works offer fresh ideas that broaden our theoretical horizon,whereas others present methodological innovations.This essay reviews these articles individually,seeking to spark theoretical as well as methodological inspiration among the Chinese-speaking community of public policy and public administration researchers.
