新一轮全球科技革命、产业革命与治理变革方兴未艾,中国特色社会主义进入新时代,世界处于百年未有之大变局。公共管理的实践变化呼唤中国公共管理学的转型与重构。必须顺应迅速变化着的中国与全球公共治理实践,植根历史,立足现实,着眼问题,直面中国与全球公共治理的新场景、新实践、新趋势和新问题,拓展公共管理的学科内涵与主题,强化公共管理的科学基础,彰显公共管理学的中国特色。

Today,the new round of global scientific revolution,industrial revolution and governance transformation is still running its course.The whole world is witnessing some unprecedented upheavals while the socialist system with Chinese Characteristics has entered a new era.Under such circumstances,Chinese researchers must pay sufficient attention to the changing public management practices both in China and worldwide.In response to the new milieu,practices,trends and issues of public management both at home and abroad,they must get insights from history,base their judgment on the situation on the ground and concentrate their attention to outstanding problems.By so doing,they will broaden the scope of public management as a discipline,strengthen the academic foundation of public management,and enrich public management study with Chinese experiences.
