Advancing the Modernization of National Emergency Management System and Capability: A Rallying Cry from the Fourth Plenary Session of the 19th CPC Central Committee

应急管理能力和水平是国家治理现代化的重要标志之一。党的十八大以来,在习近平总书记的战略指引下,我国应急管理体系实现了里程碑式的发展。党的十九届四中全会做出的《决定》提出了我国应急管理体系和能力现代化的努力方向。总体来看,我国应急管理体系经历了不同寻常的建设过程,时间短、基础弱、底子薄。应急管理体系依然面临巨灾风险,面临工业化、城镇化、全球化等趋势叠加引发的综合性风险以及非传统领域公共安全风险的压力,应急管理体系和能力现代化建设亟待完善。未来推进应急管理体系和能力现代化,应当坚持以防为主、防抗救相结合,加强体制机制建设、鼓励地方创新,多措并举,加强应急管理能力的优化与配置。

Emergency management capacity and its effectiveness are important indicators for a modernized state governance system.Since the 18 th Party Congress of CPC,China has made great strides in building a modern emergency management system,thanks to the strategic guidance from President Xi Jinping.The Resolution of the Fourth Plenary Session laid out the overall direction for China..s efforts to further modernize its emergency management system.As far as building a modern emergency management system is concerned,problems like lack of historical experiences and a weak institutional foundation have compounded China..s efforts.China..s emergency management system still has to weather various natural disaster risks.Systemic risks stemming from the overlapping trends of industrialization,urbanization and globalization and non-traditional risks in public security will continue to pressure China to overhaul its emergency management system.To advance the modernization of national emergency management system and capability,China should primarily concentrate on risk prevention and integrate the subsystems of prevention,mobilization and rescue.More efforts should be made to improve pertinent institutions and mechanisms,encourage local innovations,and enhance emergency management capabilities through various manners.
