摘要
在煤炭运输领域,面对节点城市数量众多、运输路线错综复杂以及货运吞吐量分布不均的复杂局面,深入研究各节点城市的应急运力保障指数分布显得尤为重要。为此,首先从货运监测平台上获取主要运输路线起止点及其货运量数据信息并进一步构建复杂网络模型;然后采用加权度、聚类系数、介数中心性等指标对此网络模型中的节点进行定量评估;接下来,利用TOPSIS熵权法确定这些指标的权重系数后,进一步提出应急运力保障指数ETCG。最后,采用ETCG指标分析山西、陕西、内蒙古和新疆四省境内的煤炭运输网,成功辨识出榆林、吕梁、鄂尔多斯、忻州、晋中等城市的应急运力应该重点发展。此研究成果能够为制订切实有效的应急运力保障机制提供有力支撑。
In the field of coal transportation,facing the complex situation of large number of node cities,complex transportation routes,and uneven distribution of freight throughput,it is particularly important to conduct in-depth study on the distribution of emergency transportation capacity guarantee indexes in each node city.Therefore,firstly the data information was obtained on the starting and ending points of major transportation routes and the freight volume from freight monitoring platform.Further,the complex network model was constructed.Then,the nodes in network model were quantitatively evaluated by using indexes,e.g.,weighted metric,clustering coefficient,and betweenness centrality.Next,the weight coefficients of these indicators were determined by using TOPSIS(technique for order preference by similarity to an ideal solution)entropy weighting method.The emergency transportation capacity guarantee(ETCG)index was further proposed.Finally,the coal transportation network within 4 provinces(i.e.,Shanxi,Shaanxi,Inner Mongolia,and Xinjiang)was analyzed by using ETCG index.It was successfully identified that emergency transportation capacity in cities(e.g.,Yulin,Lyuliang,Ordos,Xinzhou,and Jinzhong)should be prioritized for development.The study result can provide strong support for the development of practical and effective emergency transportation capacity guarantee mechanism.
