危险货物运输车辆通行桥隧相关管理问题研究

Study on Management Issues Related to Dangerous Goods Transport Vehicle Passing Bridge and Tunnel

为了提高危险货物运输车辆通行桥隧安全管理水平,保障危险货物运输安全,在分析我国危险货物运输车辆通行桥隧现行管理规定、剖析政府相关部门的管理职责的基础上,结合部分桥梁隧道对危险货物运输车辆的管控情况,指出了我国在危险货物运输车辆通行桥隧安全管理方面存在的问题,包括政府安全管理权责界面不清、企业安全管理执行不到位、通行管理制度不明确、事故应急救援不成体系以及从业人员专业技术水平参差不齐等问题,进而提出了完善政府与企业在安全管理、通行措施、应急救援和学习培训相关法律制度的建议,为完善危险货物运输车辆通行桥隧安全管理工作提供参考。

In order to improve the safety management level of dangerous goods transport vehicles passing bridges and tunnels and ensure the safety of dangerous goods transport,on the basis of analyzing the current management regulations for the passage of dangerous goods transport vehicles through bridges and tunnels in China and analyzing the management responsibilities of relevant government departments,combining with the control of dangerous goods transport vehicles in some bridges and tunnels,the problems in the safety management of dangerous goods transport vehicles passing through bridges and tunnels in China,including unclear government safety management authority and responsibility interfaces,inadequate implementation of enterprise safety management,unclear traffic management systems,incomplete accident emergency rescue system,and uneven professional and technical levels of practitioners,are pointed out.Then,some suggestions to improve the legal systems related to safety management,passage measures,emergency rescue and learning and training for the government and enterprises are put forward,which provides reference for improving the safety management of dangerous goods transport vehicles passing through bridges and tunnels.
