公路隧道突发事件应急能力评估体系与方法

Emergency Capability Evaluation System and Method for Highway Tunnel Emergencies

摘要 为了客观评估公路隧道突发事件应急能力,针对现有研究仅能明确公路隧道突发事件应急能力等级,无法获知应急能力存在的短板和薄弱环节等突出问题,从日常、事前、事中和事后4个阶段,构建了涵盖应急组织能力、应急准备能力、预防预控能力、监测预警能力、应急响应能力、处置救援能力、重建恢复能力、评估整改能力在内的公路隧道突发事件应急能力评估体系,并明确了各应急能力评估要素,提出了案例分析、专项调查、内业检查、外业调研、数据统计和仿真模拟等评估方式,明确了评估方法,给定了应急能力等级判定标准。通过实例分析,验证了构建的公路隧道突发事件应急能力评估体系和方法的有效性,为全面、系统、科学评估并提升公路隧道突发事件应急能力提供了支撑。 To objectively evaluate the emergency capability of highway tunnel emergencies,,and overcome the existing researches that can only clarify the level of emergency response capacity for highway tunnel emergencies but it is impossible to identify prominent issues such as shortcomings and weak links in emergency response capacity,a highway tunnel emergency response capability evaluation system is established from the stages of daily,pre event,mid event and post event,covering capabilities of emergency organization,emergency preparedness,prevention and control,monitoring and early warning,emergency response,disposal and rescue,reconstruction and recovery,and evaluation and rectification.The evaluation elements of each emergency capability are clarified,and the evaluation modes such as case analysis,special investigation,internal inspection,external research,data statistics,and simulation are proposed.The evaluation method is clarified,and the criteria for determining the level of emergency capability are given.Through case analysis,the effectiveness of the constructed emergency capability evaluation system and method for highway tunnel emergencies is verified,which provides support for comprehensive,systematic and scientific evaluation of highway tunnel emergency capability and improving emergency capability for highway tunnel emergencies.
