Study on Evaluation Indicators of Development Level and Implementation Effect of Intelligentization of Public Transport in“Transit City”

国家"公交都市"示范城市创建背景下,各地公共交通智能化都得到了大力发展,公交行业管理、企业运营、公众服务能力都得到了持续提升。在现状建设基础上,进一步总结建设经验,分析公交智能化特点和影响因素,构建公交智能化发展水平和实施效果评价指标体系。公交智能化发展水平评估指标主要关注公交智能化系统建设的先进程度、公交运行实时监测和调度、服务等;实施效果评估指标主要从公交智能化为公交管理、公交企业、公交乘客带来间接经济效益和社会效益的角度提取。此外,基于专家赋权和咨询,进一步分析了评价指标权重和分级隶属度,为城市公交智能化实施评价提供一定支撑。

Under the background of establishment of national“transit city”,the intelligentization of public transport in various places has been vigorously developed,and the management of public transport industry,enterprise operations,and public service capabilities have been continuously improved.Based on the current construction situation,the construction experiences are further summarized,the characteristics and influencing factors of public transport intelligentization are analyzed,and the evaluation indicator system of development level and implementation effect of public transport intelligentization is constructed.The evaluation indicators of the development level of public transport intelligentization mainly focus on the advanced degree of the system construction,real-time monitoring,dispatching and service of public transport operation,etc.The evaluation indicators of implementation effect are mainly extracted from the perspective of indirect economic and social benefits brought about by public transport intelligentization to public transport management,public transport companies and passengers.In addition,based on expert experience empowerment and consultation,the evaluation indicator weight and hierarchical membership degree are analyzed,which provides certain support for the implementation evaluation of urban public transport intelligentization.
