公路隧道危化品车辆通行管控现状研究 被引量:3

Study on Safe Control about Vehicles for Dangerous Chemical Goods Transport through Road Tunnel

摘要 近年,我国危化品道路运输事故多发频发势头没有得到根本遏制。例如,山西岩后隧道"3.1"事故、河北张石高速"5.23"事故等,都造成了严重的事故后果。这些事故发生后,危险货物车辆通行公路隧道问题也越来越受到社会关注。部分地区、个别部门对危险货物运输在认识上存在偏差,片面地以保障安全为由限制危化品道路运输车辆通行,针对公路隧道等特殊路段采取禁止危化品道路运输车辆通行的"一刀切"措施,车辆被迫长距离绕行,不但增加了企业运输成本,也增加了运输风险。参考国外先进的管理经验,研究我国公路隧道危化品车辆通行管控措施,不断提升我国隧道通行安全。 In recent years,the frequent occurrence of road transport accidents of hazardous chemicals in China has not been fundamentally curbed.For example,the“3.1”accident at Yanhou Tunnel in Shanxi and the“5.23”accident at Zhangjiakou-Shijiaxzhuang Expressway in Hebei have all caused serious accident consequences.After these accidents,the problem of vehicles for dangerous goods transport passing through highway tunnels has also attracted more and more attention from the society.Some regions and individual departments have deviations in their understanding of the transport of dangerous goods,and they unilaterally restrict the passage of dangerous chemicals by road transport vehicles on the grounds of ensuring safety.The“one size fits all”measure of prohibiting the passage of hazardous chemicals on road transport vehicles is adopted for special road sections such as highway tunnels.Vehicles are forced to detour for long distances,which not only increases the transport cost of the enterprise,but also increases the transport risk.With reference to advanced foreign management experience,the control measures for the passage of hazardous chemicals in road tunnels in China is studied to continuously improve the traffic safety in tunnels.
