新型冠状病毒疫情下关于加快建立应急物流体系的思考

Consideration of Accelerating Establishment of Emergency Logistics System under Novel Coronavirus Epidemic Situation

新型冠状病毒的爆发对我国人民生命和财产安全造成了巨大影响。疫情发生后,各地出现了医疗、生活物资供应短缺以及运输网络不畅等应急物资保障问题,对经济社会以及人们生产生活产生了不利影响。从这次疫情发生的影响分析,我们在应急物流的重视程度、储备思路、制度设计、专业化管理、信息化程度等方面都存在改善空间。建议从国家层面建立集约高效的应急物流体系,提出引进专业物流企业参与应急物流体系建设,建立科学合理的应急物资储备机制,推进应急物流服务产业化、社会化,建立军民融合的国家应急物流信息平台,促进应急物流政策法规标准建设以及建立应急物流的后评估机制等,并给出了建设思路及建设重点,供交通行业参考。

The outbreak of new coronavirus has a great impact on the safety and property of people’s lives.After the outbreak of the epidemic,the problems of emergency supplies,such as the shortage of medical supplies and living materials and the blocked transport network,have a negative impact on the economic society and people’s production and life.From the analysis of the impact of the outbreak,we have room for improvement in the importance of emergency logistics,reserve ideas,system design,professional management,information level and other aspects.It is suggested to establish an intensive and efficient emergency logistics system at the national level,introduce professional logistics enterprises to participate in the construction of the emergency logistics system,establish a scientific and reasonable emergency material reserve mechanism,promote the industrialization and socialization of emergency logistics services,establish a national emergency logistics information platform of civil military integration,promote the construction of emergency logistics policies,regulations and standards,and establish a post evaluation mechanism of emergency logistics.The construction ideas and key points are given for the reference of the transport industry.
