摘要
印度国家安全委员会(国安会)及其诸多前身机构,在印度独立后应对一系列国家安全重大事件中发挥了显著的咨询与协调作用。印度国安会1998年成立后,经过20多年发展,机构设置与运行机制已相对成熟。作为承担“持续分析安全、政治和经济威胁,并向政府提供建议”职责的专门机构,国安会通过定期召开会议、就重大安全和外交议题临时召开会议提供决策咨询,并协调各政府部门有效应对和处理相关议题。未来,印度国安会将持续在国家安全决策中发挥咨询和协调作用,并通过国家安全顾问直接影响最高决策。但也要看到,印度国安会若想成为“印度政府不可或缺的组成部分”仍有很长的路要走,也将面临诸多挑战。
The National Security Council of India(NSC)and its many predecessor agencies have played a significant advisory and coordinating role in response to a series of major national security events since independence.The NSC was established in 1998.Following more than 20 years of development,the NSC has become relatively mature in terms of institutions and operation mechanisms,which include the Strategic Policy Group,the National Security Advisory Committee,the Secretariat,and the National Security Advisor.The NSC provides policy consultation through regular meetings,and ad hoc meetings will be convened when major security and diplomatic issues arise.Moreover,the NSC coordinates among different government agencies to handle related issues effectively.Going forward,the NSC will continue to play an advisory and coordinating role in India’s national security policymaking,and,via the National Security Adviser,it will even directly influence the top level.However,it is noteworthy that there is still a long way to go before the NSC becomes an“indispensable part of the Indian government.”Most importantly,many challenges are awaiting:the impact of similar functional institutions,such as the Cabinet Security Committee;resistance and doubts from other government agencies concerning the growing influence of the NSC;and the weak legal status of the NSC.
