Balancing Development and Security:Evolutionary Logic and Contemporary Values

我国历来重视处理发展和安全的关系。新中国成立以来,随着国内外形势的变化,我国的安全观和发展观相应调整,在处理发展和安全的关系上经历了三个时期,即改革开放前更加注重安全的时期,改革开放后到中共十八大更加注重发展的时期,中共十八大以后逐渐发展为二者并重的统筹发展和安全时期。中共十八大之后,世界百年未有之大变局加速演进,我国面临的外部压力前所未有,传统和非传统安全威胁交织更加凸显,维护国家安全能力有待提升。在此情况下,以习近平同志为核心的党中央审时度势,提出总体国家安全观,将统筹发展和安全作为经济社会发展的指导思想以及治国理政的重大原则,为中国特色国家安全道路提供了理论指导和行动指南。

China has always attached great importance to the relationship between development and security.Since the founding of the People’s Republic,China has adjusted its views on security and development in light of changes in domestic and international situations.It has gone through three different periods in terms of its approach to development and security—i.e.,prioritizing security before the launch of reform and opening up in 1978,prioritizing development between 1978 and the 18 th CPC National Congress,and gradually balancing development and security since the 18 th CPC National Congress.Currently,with the once-in-a-century global changes evolving at a faster pace and traditional and non-traditional security threats becoming increasingly interwoven,China is confronted with unprecedented external challenges.However,its capability to safeguard national security awaits improvement.Based on a clear understanding of the situation,the CPC Central Committee with Comrade Xi Jinping at its core has put forward a holistic approach to national security.Moreover,it has made“balancing development and security”a guideline for China’s socio-economic development and a major principle underlying the CPC’s governance,thus providing guidance for our pursuing the path of national security with Chinese characteristics.
