美国国安会自创设以来,其功能定位、组织架构和运行机制几经调整,在美国国家安全和外交事务决策中的作用和地位也多有起伏。拜登上台后在延续国安会已有主体架构的同时,再次对国安会进行相应调整,展现出一些新特色。但从长远看,美国国安会的运行和作用发挥仍面临诸多不容忽视的困境。

Since its inception,the United States National Security Council(NSC)has experienced multiple adjustments related to its function,organizational structure,and operation mechanisms.The NSC has had its ups and downs over the years in terms of its role in American national security and foreign policy decision making.After taking office,President Joe Biden has made further adjustments to the NSC while retaining the existing main architecture.Consequently,the NSC is exhibiting several novel features.In a long-term perspective,however,the NSC still faces many unignorable dilemmas in its routine operations,which will inevitably limit its role.
