Thoughts on Several Scientific and Disciplinary Issues Concerning National Security

党和国家高度重视国家安全,鼓励国家安全领域科技创新,发挥科技在维护国家安全中的作用。持续加强国家安全的科技保障能力,要求我们不断分析国家安全的形势与需求,凝练国家安全思想理论、风险管控、危机决策、领域能力提升等方面的关键科学技术问题,并进行理论创新、技术创新、管理创新。本文对国家安全若干科学问题进行思考,包括国家安全风险管理理论与评估方法,国家安全情景构建、推演、研判技术与方法,国家安全事件预判、预测、预警技术与方法,国家安全危机决策、管控技术与方法,以及国家安全若干领域的科学问题;进一步对国家安全若干学科问题进行阐述,包括学科目标定位、学科设置、研究方法、与相关一级学科的关系等。通过持续的科技创新和学科发展,不断为构建国家安全韧性保障的理论体系、增强国家安全科技的自主创新能力、发展国家安全交叉学科、培养国家安全创新型人才作出重要贡献。

China highly values its national security.The Chinese government encourages scientific and technological innovation in the sphere of national security,giving full play to the role of science and technology in maintaining national security.Continuously improving our scientific and technological support capacity required to safeguard national security demands constantly assessing the situation of national security,based on which summarizations can be performed over several key scientific and technological issues concerning national security:ideological theory,risk management and control,crisis decision-making,and capacity building,just to cite a few examples.Moreover,we need to pursue innovation in terms of theory,technology,and management.This paper explores several scientific issues concerning national security,which include the theories and evaluation methods for managing national security risks;methods and technologies for constructing,deducing,and assessing national security scenarios;technologies and methods for prediction and early warning of national security incidents;technologies and methods for decision-making,management,and control of national security crises;and scientific issues in several other areas concerning national security.Furthermore,this paper discusses several disciplinary issues concerning national security,such as the targets of the discipline of national security studies,its curriculum design,research methodologies,and relationship with relevant first-level disciplines.We expect that the discipline of national security studies will steadily gain ground in China along with scientific and technological innovation,which will contribute to the building of a theoretical system for ensuring the resilience of national security,the amelioration of China’s capacity for independent innovation in science and technology related to national security,the development of national security-related disciplines,and the cultivation of innovative talents on national security.
