Thoughts on Promoting Modernization of University Internal Governance and of Governance Ability

在全面推进国家治理体系和治理能力现代化进程中,大学治理也必须体系化和现代化。大学内部治理体系和治理能力现代化应以人类命运共同体理念为基础,以中国特色社会主义大学之道为指南,以真理为标准,以善美为目标,以律法为规范,以善治为方法,始终不渝地坚守中国特色社会主义的大学之道,为中华民族伟大复兴和国家的强大培养有教养的文明人、高素养的社会公民和高创造力的劳动精英,建构行政管理、教学科研、后勤保障三分的橄榄型治理结构,确立章法体系,构建优良秩序,明晰职位和岗位权责;在此基础上,明确院系的办学实体地位,充分发挥院系的主体能动性和自治动力功能,全面释放校院两级领导干部的表率作用,发挥教师治教、治学、治研的主体力量。

In the process of all-round promotion of modernization of national governance system and governance ability,university governance must be systematized and modernized as well.The modernization of the internal governance system and the governance ability should be based on the concept of a community with a shared future for mankind,guided by the way of socialist university with Chinese characteristics,with truth as the standard,with goodness and beauty as the goal,with the law as the norm,and with good governance as the method.Aiming to cultivate educated and civilized people,high-quality citizens,and highly creative labor elites for the great rejuvenation of the Chinese nation and the strength of the country,universities should unswervingly adhere to the way of socialist university with Chinese characteristics,and construct administrative management,teaching and research,and logistics in the promotion of the modernization of internal governance system and the governance ability,which asks for the construction of a three-part olive governance structure,with a system of rules and regulations,the building of a good order,and clarification of positions and rights and responsibilities of each position.On this basis,university governance should clarify the status of the school-running entity of the schools and departments,give full play to the main initiative and autonomous power functions of the schools and departments,fully release the exemplary role of the two-level leaders of the university and the schools,and give play to the main force of teachers in teaching,studying,and researching.
