摘要
在推进"双一流"建设中,从组织合法性视角探讨二级学院如何协调自身与学校组织目标间的张力与关系、采取何种合法性逻辑服务"双一流"建设大局、不同二级学院又将面临怎样的共性与差异问题等具有重要的理论与实践意义。采用问卷调查法和深度访谈法,对414位"双一流"建设高校二级学院院长进行深入调研,结果显示:规制合法性、模拟合法性和规范合法性三种组织合法性机制在"双一流"建设中起着重要作用,并在大学和学院追求合法性的过程中,促使二级学院由竞争趋同演化为制度趋同。为了避免这种趋同,就必须建立规范科学的"双一流"评价机制;尊重学科发展规律,给予二级学院更多的自主空间;建立学科建设投入的均衡机制,并注重学科特色的打造。可以预见的是,在"双一流"建设的现在和未来一段时期内,规制合法性依然会保持一个较高的水平,或许会进一步提高;模拟合法性将逐渐下降;规范合法性将逐渐增强。
In the process of promoting the construction of"double first-class",it is of great theoretical and practical significance to explore how the secondary college can coordinate the tension and relationship between itself and the organizational objectives of the school,what kind of legitimacy logic should be adopted to serve the overall situation of"double first-class"construction,and what common and different problems different secondary colleges will face from the perspective of organizational legitimacy.By using the methods of questionnaire survey and in-depth interview,414 deans of secondary colleges in"double first-class"construction universities were deeply investigated.The results show that the three organizational legitimacy mechanisms of regulatory legitimacy,simulation legitimacy and normative legitimacy play an important role in the"double first-class"construction,and promote the evolution of secondary colleges from competitive convergence in the process of pursuing legitimacy of universities and colleges for the system convergence.In order to avoid this convergence,it is necessary to establish a standardized and scientific"double first-class"evaluation mechanism,respect the discipline development law,give secondary colleges more independent space,establish a balanced mechanism of discipline construction investment,and pay attention to the creation of discipline characteristics.It can be foreseen that in the present and future period of"double first-class"construction,the legitimacy of regulation will still maintain a high level,and may be further improved,the legitimacy of simulation will gradually decline,and the legitimacy of norms will gradually increase.
