政策工具视角下我国网络舆情治理政策量化分析

Quantitative Analysis of China's Network Public Opinion Governance Policy from the Perspective of Policy Tools

本文以"网络舆情"为关键词和标题,以"北大法宝"为主、中央政府网站为辅进行政策检索和筛选,对筛选出的81份网络舆情政策文本,从政策目标和政策工具两个维度进行量化分析。研究发现:网络舆情事件有效处置管控和舆论的正确回应引导目前占据我国网络舆情治理的主导地位,供给型、环境型政策工具保障和投入较为充足,需求型政策工具相对较为欠缺,且各类型政策工具内部结构分布不均衡,公共服务供给和资金投入均较少。最后,针对网络舆情治理政策未来走向及完善路径提出了相应的政策建议。

This article uses“Internet public opinion”as the key word and title,with“Beijing University magic weapon”as the main subject,and the central government website as a supplement to conduct policy search and screening.The 81 selected online public opinion policy texts are selected from the policy objectives and policy tools for quantitative analysis.The study found that the effective handling of online public opinion incidents and the correct response of public opinion lead to the dominant position of China's online public opinion governance.The supply and environmental policy tools are adequately guaranteed and invested,and the demand-based policy tools are relatively lacking.And the internal structure of various types of policy instruments is unevenly distributed,and public service supply and capital investment are relatively small.Finally,according to the future trend of the network public opinion governance policy and the improvement path,corresponding policy sugges-tions are put forward.
