治理创新视角下的公共管理的变革

Transformations in Public Management from the Perspective of Governance Innovation

经济社会发展情势、技术变革态势和政府治理理论都要求政府实现深刻的治理创新,充分、深度地应用大数据、区块链、人工智能、云计算、物联网等为代表的新兴信息技术,积极构建治理科技体系。基于历史规律和相关实践,本文创造性地提出治理科技概念,厘清治理科技的内涵、技术工具和关键要素,进一步梳理其在推动公共管理变革中的进程,并在国家治理能力和治理体系现代化视阈下,充分审视治理创新的关键地位,探索治理创新在公共管理发展历程中的路径,提出针对性的发展对策建议。

The social-economic development,the trend of technological change,and the governance theory all call on the government to attain great governance innovation,and deeply apply the emerging information technologies including big data,block-chain,artificial intelligence.Based on historical laws and important practices,this article brings forward the pioneering concept of Gov Tech,clarify the connotation,technical tools,and key elements of Gov Tech,further sort out its transforming progress in public administration,and fully examine its key position under the perspective of the modernization of national governance capabilities and governance systems,finally to plan the development path of the application of Governance innovation in public administration,and to propose targeted development strategies.
