论社会无知、社会教育与社会风险管理

On Ignorance of a Society,Its Education and Management of Its Risks

现代社会存在各种社会风险,强化社会风险管理是完善国家治理体系的重要任务。本文运用多学科理论和方法,探索社会无知、社会教育与社会风险管理之间的关系。作者提出无知人假设的哲学命题,并据此提出了社会无知的基本理论假设,据此认为,无知人假设应该成为教育学和管理学的基本理论假设,社会无知人假设应该成为社会教育学与社会管理学的基本假设。社会无知会导致各种社会问题和社会风险,而社会教育则是增进社会知识、减少社会无知的根本途径。因此,积极开展和全面推进各项社会教育,构建教育型社会,有利于改善社会调适性,有利于强化社会管理,从而可以有效地减少和避免社会风险。

A modern society is involved in social risks of different types. Intensification of management of the risks of a society is a significant mission of improving the system for governing a country. This paper,based on the theories and approaches of various disciplines,explores the relationship among ignorance of a society,education of such a society,and the management of its risks. The author of the paper introduces a philosophical proposition of ignorant people,on the basis of which the author presents the idea of the ignorance of a society—a hypothesis of a basic theory. On the basis of that the author thinks that the supposition of ignorant people should be a theoretical primary supposition of education and management;and the supposition of ignorant people in a society should be primary supposition of social education and social management. An ignorant society could result in many different social problems and risks while the education of a society is the fundamental solution that improves the knowledge of the society but decreases its ignorance. Therefore,an active education of a society by comprehensively boosting educational programs of all kinds for building up an education-oriented society will be conductive to the adaptability of a society,improvement of its administration,and furthermore,effectively decrease and prevent social risks.
