入境特殊物品准入管理制度的研究与思考

Study and consideration on the access management system of entry special articles

本文在分析特殊物品贸易现状、产业发展需求、风险特点、入境管理措施现状基础上,基于《中华人民共和国生物安全法》建立高风险生物因子国家准入制度的要求,参考进境动植物及动植物产品、食品、药品的准入管理经验,探讨提出建立特殊物品准入管理制度的系列措施建议,分析组织管理方式、准入申请方、风险评估、配套措施等。

Based on the analysis of the trade status of special articles,industrial development needs,risk characteristics,the status of entry management measures,and also the requirement of the“Biosafety Law of the People’s Republic of China”to the establishment of a national access manage ment system for high-risk biological factors,this paper referred to the experience of the access management system of imported animal and plant products,food and drugs,put forward considerations and suggestions on the establishment of the access management system for special articles,provided the thoughts about organization management,access applicants,risk assessment and supporting measures.
