地方应急管理机构改革的路径依赖及其破解——以P市安全生产监管改革为例

Path Dependence of Local Emergency Management Organization Reform and Its Solution:A Case Study of Work Safety Supervision Reform in P City

应急管理机构改革充分体现了以人民为中心的思想,标志着我国应急管理工作进入了新时期。以安全生产监管改革为例,通过对P市应急管理机构改革的案例分析发现,在国家自上而下的强制性制度变迁过程中,由于改革存在强有力的路径依赖,在历史背景、宏观制度、组织行为和思想观念等方面的共同影响下,地方应急管理机构改革实践陷入了改革理念滞后、职能整合落后、部门定位模糊、改革动力不足以及综合监管乏力的困境。未来的地方应急管理机构改革实践,应当树立适应新时代应急管理发展趋势的新理念,推进应急管理工作全过程管理,压实应急管理主体责任意识和健全系统完备、科学合理的制度体系,进一步推进和完善我国地方应急管理体制。

The emergency management institution reform fully embodies the human-centered thinking and marks that the emergency management of China has entered a new era.Taking the reform of production safety supervision as an example,the case analysis of the emergency management institution reform in A City of Guangdong Province was carried out.It is found that the reform practice of local emergency management institutions has fallen into the dilemma of lagging reform concepts,backward function integration,fuzzy department positioning,insufficient reform motivation and weak comprehensive supervision in the process of the top-down mandatory system change due to the strong path dependence of the reform as well as the joint influences of the historical background,macro-systems,organizational behaviors and ideological concepts.In the future,the reform practice of the local emergency management institutions should establish a new concept that adapts to the development trend of emergency management in the new era,promote the whole process management of the emergency management,consolidate the responsibility consciousness of the subject of emergency management and make a complete,scientific and reasonable system to further promote and improve the local emergency management system of China.
